Harold has been a full time fee appraiser for the past fifteen years. Besides his duties as Secretary/Treasure and a senior partner of FREDERICTON APPRAISAL ASSOCIATES, he also a partner in Conflict Resolutions Experts Inc., a firm specializing in arbitration and mediation. Prior to entering the private sector Harold was employed with the Department of Public Works, Government of Canada, the N.B. Department of Municipal Affairs, Assessment Branch and the N.B. Department of Natural Resources, Crown Lands Branch. During the course of his career as a fee appraiser Harold has been involved with appraisals of many types of properties throughout the four Atlantic Provinces. During more recent years he has specialized in commercial, industrial and recreational (Atlantic salmon fishing) properties and has been involved with several large studies involving such diverse projects as appraising a large (80,000 acre) tract of timber and recreational land, valuations of fishing rights relative to inland angling waters, valuing abandoned rail lines, etc. He has testified as an expert in real estsate appraisal before courts and tribunals and has served as an arbitrator. Harold has been active in Appraisal Institute of Canada affairs for many years, serving in various capacities at the Chapter, Provincial and National levels. He served on the National Governing Council from 1990 to 1997 during which time he chaired several national committees including Education, Admissions, Professional Development, Strategic Planning and Finance. He was elected National President in 1995. He remains active at the national and international levels as Canada's representative on the International Valuation Standards Committee and as a certified instructor for the Institutes Professional Standards Seminar. Harold's community involvement includes having served as President of the Fredericton North Rotary Club and (currently) serving as a Director of Fredericton's Main Street Business Development Association. |
