Dave has been a full time fee appraiser for the past twenty-five years. Besides his duties as President and General Manager of Fredericton Appraisal Associates he is also a partner in Conflict Resolutions Experts Inc. a firm specializing in arbitration and mediation. Prior to entering the private sector he was employed as a school teacher and principal and as an assessor with the Assessment Branch of N.B.'s Department of Municipal Affairs. While with the Assessment Branch he was a District Assessor in Fredericton and in Saint John before being appointed Provincial Special Properties Coordinator. During the course of his career as a fee appraiser he has been involved with appraisals of many types of properties throughout the four Atlantic Provinces. During more recent years he has specialized in commercial, industrial and recreational (Atlantic salmon fishing) properties and has been involved with several large studies involving such diverse projects as appraising a large (80,000 acre) tract of timber and recreational land, current valuations and loss of use valuations for native land claims, fishing rights relative to inland angling waters, the effect of high voltage power transmission lines on property values, valuing abandoned rail lines, etc. He has testified as an expert in real estate appraisal before courts and tribunals and has served as an arbitrator and umpire in various valuation matters. He has been active in Appraisal Institute of Canada affairs for many years serving in various capacities at the Chapter, Provincial and National levels. He served on National Governing Council from 1976 to 1984 during which time he chaired several committees including Education, Report Grading, Ethics/Appraisal Review, Seminars, and Finance. He was elected National President in 1981. He remains active at the national level as a member of the Board of Appeal. He also chairs the Discipline Committee for the N.B. Association of Real Estate Appraisers. He has lectured on appraisal subjects at various courses, conferences and seminars. He was a keynote speaker at the Pan Pacific Congress of Real Estate Appraisers, Valuers and Counsellors in Melbourne, Australia in 1981 and at the I.A.A.O./S.R.E.A. symposium on recreational property valuation in Hollywood, Florida in 1984. He was Canada's representative on the International Assets Valuation Standards Committee in 1982 and 1983. He is also active in his community having served as president of the Fredericton Branch of the United Commercial Travellers and the Fredericton North Rotary Club. He also served as a member of the City's Riverfront Development Committee and on the board of Greater Fredericton Economic Development Corp. He is currently past-president and a director of Fredericton's Main Street Business Development Association and was co-chair of Fredericton 150 Inc., the steering body for Fredericton's 150th anniversary celebrations. He is also an active member of the Miramichi Salmon Association. |
